| The owners of these three houses in the 5300 block of Franklin Avenue petitioned to have their property
rezoned from Two Family Residential to Neighborhood Commercial District. Their intention was to raise the three
buildings and allow commercial uses to occupy the newly-created ground levels. The Planning Commission and
Council agreed with most of the surrounding neighbors and disapproved the request. Today, forty years later, the two
buildings closest to Mithra Street (the left side of this photograph) are still being used as residences, but the third one is
now a beauty salon. The remainder of the block between Mithra and Fillmore is still commercial, only the specific uses
of the structures has changed over the years.
