The empty lot shown here at the corner of Toledano and South Derbigny Streets in 1961 is now occupied by the St. Peter Claver Apartments. Before the apartments could be built, the property owners had to get a zoning change from Two Family Residential to Heavy Commercial (their original intent was to build a bank; how the apartments came about instead is not indicated in the zoning docket). The success of the petition had much to do with the fact that a shopping center occupied the entire square between South Derbigny and South Claiborne, just across the street from the vacant land. The Planning Commission and the Council agreed that its presence would make it unlikely that the property would be redeveloped with a two family residence.
