New Orleans Public Service, Inc. (NOPSI)/Louisiana Power
and Light Company (LP&L) Records,
1978-1986
These records were received from two sources, the Council
Research Office and District E Councilman Johnny Jackson's office
in 1986-1987. Those from Council Research were generally
recognizable as records dealing with the two companies. The
District E records were mostly weeded from the files of Councilman
Wayne M. Babovich where they had been kept for informational
and reference purposes. These records thus are not
a complete, organic record of the Council's relations with the city's
two utility companies. Such a record may remain in the custody of
the Council, either in the files of individual Councilmen or in the files
of the Clerk of Council. This record series in some ways is an
artificial one. It was retained mainly for reference purposes
because of the importance of the matters that it deals with and can
be deaccessioned when and if an official record series is
accessioned by the Archives.
The City Council regulates the electric and gas utilities operating in
the city of New Orleans. New Orleans Public Service, Inc. (NOPSI)
provides this service for the East Bank of the city and Louisiana
Power and Light Co. (LP&L) does the same for the West
Bank. Both companies are part of the larger utility holding
company, Middle South Utilities. These records deal primarily with
the 1985-1986 application of the companies for the right to increase
electric rates for retail users. Closely tied to the rate increase
question are the matters of the nuclear generating plants
constructed and operated for the companies during the late 1970's
and early 1980's and the city's deliberations over the question of
whether or not to municipalize the utilities.
