Biographical Note

Sidney John Barthelemy was born in New Orleans on March 17, 1942. He attended Corpus Christi Elementary and St. Augestine High School. Barthelemy had plans to enter the priesthood and entered the St. Joseph Seminary in Washington, D.C., where he received a B.A. in Philosophy and pursued graduate study in Theology. After deciding not to enter the priesthood, Barthelemy returned to New Orleans in 1967 and worked as an adiminstrative assistant in the office of Total Community Action. From 1969-1972, he served as Director of the Parent Child Center of Family Health, Inc. During these years he also completed a Masters of Social Work at Tulane University, worked part-time for the Urban League of Greater New Orleans and assisted with various political campaigns. Barthelemy served as Director of the Department of Welfare from 1972-1974 under the administration of Mayor Moon Landrieu.

In 1974, he was elected to one term in the Louisiana State Senate from District 4, the first African American to serve in that body since Reconstruction. While he served in the Legislature he also joined Xavier University as Assistant Director of the Urbinvolve Program and as an instructor in the Department of Sociology. Barthelemy was elected to an At-Large seat on the New Orleans City Council in 1978, a position he held for two terms until he was elected Mayor of New Orleans in 1986.

Scope Note

The records are subject files received in two separate accessions, the first in 1986 prior to his inauguration as mayor and the second in October 1990. The subject files in the second accession have not been weeded and include many documents not specifically addressed to Councilman Barthelemy, especially those relating to Cable TV. Also received with the second accession were collections of posters and hard hats, and several miscellaneous files and documents. The hard hats date both from his terms as councilman and mayor and were apparently given to him to commemorate ground-breaking ceremonies at construction sites in the city.
